Executive Presbyter's Report to Presbytery
"Top Ten Ministry Goals for 2003: Mid Year Update"

1. Develop and nurture a healthy relationship with each of the 37 churches in the Presbytery.

Update:
  • I continue to be very involved in preaching, teaching and participating in worship in the 37 churches in our Presbytery. I have preached at Brawley, Westminster (Escondido), First (San Diego), White Sands, Lakeside (Men's Retreat), Palisades and Solana Beach Pres. I have assisted in officer training for Northminster and spoken to the Senior's ministry at Rancho Bernardo and Solana Beach Pres. I attended worship at Discovery at the Center. Shared Mission pledges are down significantly for 2003. As a result of this trend, I am convinced of the need for me to become more proactive in "Mission Interpretation" to each of the Missions Committees and Sessions of our churches. I will shift much of my focus in the final six months of the year to address this need. Chuck Andrus and I attended a "Mission Forum" at Christ, La Costa and at Chula Vista Pres. to discuss Shared Mission Giving to the Presbytery.

2. Work closely with the Human Resources Committee in the oversight, evaluation and realignment of all Presbytery personnel and policies.

Update:
  • Personnel issues continue to occupy a majority of my time and energy in the first six months of the year. This focus is paying high dividends. I am really excited about the quality of women and men that are joining our leadership team. Linda Therien has been outstanding as the new Office Manager. Jeanne Wright has been a wonderful addition as the new Full-Charge Bookkeeper in our Presbytery office. As the new Director of Military Outreach Ministries, Heather Henderson is already demonstrating great leadership and organizational gifts which will enhance the ministry. I am serving as an ex-officio member of the three committees currently searching for a Stated Clerk, a part-time Controller and a part-time Secretary/Receptionist. Each of these search committees hope to have secured a candidate by the end of the summer. Chuck Andrus (Interim Controller) has committed to work with us through August of this year. In April, the Personnel Committee voted not to seek a permanent manager for the Bargain Bungalow store in El Cajon. The store closed on May 31, 2003.

3. Work closely with the Council to implement new organizational structure and Mission Study of Missions Final Report into the life of the presbytery.

Update:
  • I have worked closely with Chuck Andrus, John Pearson and the leadership of the Budget, Property and Finance Committee to draft the 2004 Operating Budget in accordance with the Mission Study Report adopted by the presbytery in November of 2002. Reverend Jim Rauch (Chair, Mission Study Report Task Force) joined us for the initial meeting on the new budgeting process. The 2004 Budget seeks to divide in general categories Ecclesiastical Expenses and Mission Expenses. This division in the budget is for presentation purposes only and will assist churches in identifying where Per Capita Giving and Shared Mission Giving are distributed.

4. Work closely with the Evangelism Committee to develop a long term vision and strategic plan for New Church Development and Redevelopment ministries in our presbytery.

Update:

  • The Evangelism Committee has met four times in the new year. They are beginning to focus their energies around the five-fold charge of the committee. I serve as an ex-officio member.

5. Work with the Committee on Ministry in strengthening and revitalizing their work.

Update:
  • I have established a few training materials for PNC's, APNC's and Interim Search Committees for churches in transition. I desire to be present with the COM liaison for training of PNC's and APNC's in the future. In April, I trained the PNC for La Mesa (with Dick Berry) as well as the Interim Search Committee for Pt. Loma (with Paul Pulliam). I've met with the leadership of Westminster, San Diego (with Em Cummings). I plan to attend the Interim Pastor's Training Conference in July at Zepher Point

6. Work with GPM Directors to establish and train Steering Committees for oversight of ministries.

Update:
  • With significant changes occurring in each of the three GPM ministries, the steering committees have been slow in forming. James Giddens has been deployed since January. Heather Henderson is the new director for MOM and is just getting settled into the new position. Donna Alora has served as Interim Manager for the Bargain Bungalow but will not be continuing in that position after May 31, 2003. I continue to meet individually with the three directors.

7. Work closely with the Campus Ministry Task Force to develop and implement a Campus Ministry Partnership in Evangelism at San Diego State University

Update:
  • The Campus Ministry Task Force has met three times in the past six weeks. Position descriptions are being drafted along with a five year plan and budget projections. I am in conversations with the Synod to secure all proceeds from the sale of the Lindo Paseo house for this campus ministry partnership. I am optimistic that we will be able to secure the assets from the sale of Lindo Paseo as "seed money" for this partnership.

8. Work with the Pastoral Enrichment Task Force to develop a long term vision and strategic plan for ministries of nurture, care and spiritual enrichment for all pastors and their families.

Update:
  • I attended the West Coast Presbyterian Pastors Conference with several of our pastors this past week. The Pastoral Enrichment Task Force has yet to meet. Reverend Barry Moller and Reverend Gary Robertson have agreed to work in the leadership of this ministry.

9. Work closely with Communications Ministry Team to better utilize Presbytery Website for enhancing communication with our member churches.

Update:
  • The Communication Ministry Team is meeting regularly to discuss necessary improvements needed on our Website. The Presbytery Docket has been distributed electronically in January, March and in June of this year. Elder David Buck from the Village Church in Rancho Santa Fe has given approximately 150 hours of his time to rework our entire Website. The new and revised Website is now up and running! Elder Lyle Daun from Fletcher Hills Church has asked David to take over the responsibilities of the Website due to the death of his wife last month.

10. Work closely with the Missions Committee to develop a long term vision and strategic plan for mission interpretation as well as the oversight of our two mission churches (Sudanese & Iglesia).

Update:
  • The Missions Committee conducted a planning a retreat on Saturday, March 29, 2003. The purpose of the retreat was to pray, plan and discuss the new charge of the committee since the adoption of the Mission Study Report in November of 2002. "Mission Interpretation" is the primary challenge of the Missions Committee this year.
